Ex-CSIS Director Says Foreign Recruitment in Universities Is a Rising Threat

Universities are increasingly being used as recruitment grounds for foreign intelligence services, according to David Vigneault. He said operatives often approach students and staff under professional or academic pretenses.
He warned that some individuals are recruited due to ideological sympathies, others out of naivety, and some simply for financial reward. Regardless of motive, their access gives foreign actors an inside view of sensitive research.
These recruitment efforts are often subtle and long-term. Vigneault noted that foreign governments invest years in cultivating contacts who may later gain access to high-value research projects.
Such human-based operations pose a challenge because they are harder to detect than cyberattacks. They rely on trust, personal relationships and academic openness all pillars of university culture.
Vigneault urged universities to provide awareness training and develop systems to identify unusual behavior or suspicious affiliations, while making sure not to discriminate against legitimate scholars.
